California's SB 848
For Local Education Agencies (LEAs) and Previous Torrance USD Employees
As of January 1, 2026, in accordance with Education Code section 44051 (as added by California SB 848), Torrance Unified School District is required to respond to inquiries from hiring educational agencies regarding previous employees applying for non-certificated (classified) positions.
When contacted by a hiring educational agency, Torrance Unified School District must disclose whether, while employed by the District, an employee was the subject of any credible complaints of, substantiated investigations into, or discipline for egregious misconduct, as defined in paragraph (1) of subdivision (a) of Section 44932 of the Education Code.
If Torrance Unified School District previously reported egregious misconduct regarding the employee to the California Commission on Teacher Credentialing, the District must disclose that fact and provide the inquiring agency with any relevant records in its possession that supported the substantiated investigation.
