Prequalification of Contractors and Subcontractors

Effective January 1, 2014, Public Contract Code 20111.6 requires all general contractors and all mechanical, electrical and plumbers (MEP) subcontractors utilizing any of the following licenses on a Public Works project valued at $1 million or more and funded whole or in part with State Facility Bond funds be prequalified with the District:

  • General Contractors (A and B),
  • Subcontractors (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46)

Contractors/Subcontractors required to be prequalified or needing to renew their prequalification status must submit a complete prequalification questionnaire packet through PQBIDS* no later than ten (10) business days prior to the bid opening on any advertised project in order to qualify to bid on that project.

It is the responsibility of the Contractor submitting the bid to ensure all Subcontractors are prequalified prior to the bid opening. If it is found that a Contractor has listed a Subcontractor in their bid that utilizes any of the licenses required to be prequalified and is not prequalified with the District for five (5) business days prior to the bid opening, the Contractor's bid will be rejected and deemed non-responsive.

Prequalification approvals remain valid for one (1) calendar year from the date of approval.  

The District also requires prequalification for CUPCCAA projects.
