Open Enrollment: TUSD Residents School Transfer Lottery
Open Enrollment is for Torrance residents who want to transfer to different Torrance schools.
Per Ed Code 35160.5b, TUSD established a policy allowing Parents/Guardians who live within TUSD boundaries to apply to have their children attend a school other than their home school.
Once a year, from January to February, applications are accepted for the following school year.

- Submitting the application does not guarantee acceptance.
- Only one application per student will be accepted.
- Younger siblings will not automatically follow older siblings that are already on Open Enrollment. All students must apply for and be accepted individually.
- Transportation is not provided.
- This lottery process is NOT the same as enrolling in TUSD. If the student is not already enrolled in TUSD they will need to do so separate from the lottery process.
- Students are NOT moved midyear. The change takes effect the next school year.
- If you want to change schools or cancel Open Enrollment and return to your school of residence you must re-apply.
To Apply:
- Parent/Guardian must complete and submit the Open Enrollment Online Application any time between January - February
- The online application will be available online the first day back from winter break at 8:30am
- An application must be submitted for each individual student
- Please make sure to:
- Double check that you input your child's Date of Birth correctly
- Only apply for the next grade level or the age-appropriate grade if the child is entering kinder or coming from outside the U.S.
- Input your email correctly or you will not receive correpsondence about your application and it would be forefeited
- Double check all of your entries as only one application is allowed per student
Notification of Results:
- An email will be sent by the end of March to the email address provided on the application with your student's assigned Lottery Number
- When you receive your Lottery Number, please keep in mind:
- This does not mean you were accepted or denied
- The lower the number the better chance you have of being accepted
- Once lottery numbers are assigned, schoool lists are reviewed individually and acceptances are based on estimated space availability for the following school year at individual school sites
- Most acceptances are sent out by the end of the current school year
If accepted by requested school:
- Parent/guardian will receive an email (at the email address provided on the application) with a Confirmation Letter attached.
- Signed confirmation letter must be returned to office by the date specified or your student's spot at requested school will be forfeited.
Please note, if your student is not currently attending school in the Torrance Unified School District you will be required to complete the enrollment process at the time you submit your Confirmation Letter. Failure to enroll by the specified date will result in the forfeiture of your students placement at the selected school.
