According to Education Code Section 48985, all public K-12 schools with 15 percent or more of their enrolled students who speak a single primary language other than English are required to make notices, reports, and other documents available to parents and guardians in their student's primary language.

In the 2007 language census, several Torrance schools had 15 percent or more enrolled students with the following primary languages: (1) Spanish, (2) Korean, and (3) Japanese.
