CALL TO ORDER
The meeting was called to order by Dr. Griffith at 3:30 p.m.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was waived due to the absence of a flag in the meeting room.

Dr. Griffith presented Dr. Klonecky with a plaque from the Personnel Commissioners Association of Southern California (PCASC) to recognize his outstanding years of service as a Personnel Commissioner.

APPROVAL OF MINUTES –Regular Meeting of August 14, 2007
Dr. Klonecky moved, seconded by Mr. Furey, that the Minutes of the Regular Meeting of August 14, 2007 be approved. Motion carried 3/0.

APPROVAL OF ELIGIBILITY LISTS- Account-Payroll Clerk, Health Clerk, Language Assessment Proctor-Tier I/Tier II
Dr. Klonecky moved, seconded by Mr. Furey, that the Eligibility Lists – Account-Payroll Clerk, Health Clerk, Language Assessment Proctor-Tier I/Tier II be approved. Motion carried 3/0.

APPROVAL TO PAY INVOICE NO. 1076500- LEGAL SERVICES-KRISTINE KWONG, Esq., HINSHAW & CULBERTSON, LLP
Dr. Klonecky moved, seconded by Mr. Furey, that Invoice No. 10676500- Legal Services-Kristine Kwong, Esq., Hinshaw & Culbertson, LLP be approved for payment. Motion carried 3/0.

APPROVAL OF NEW JOB DESCRIPTION – HVAC MECHANIC TRAINEE
Dr. Klonecky moved, seconded by Mr. Furey, that the new job description of HVAC Mechanic Trainee be approved. Motion carried 3/0.

Mr. Frank Torres, SEIU Local 99 Labor Representative, requested tabling of this item citing that the HVAC Mechanic Trainee will be paid at the same first step as an HVAC Mechanic. He suggested that a trainee position should be part of the bargaining unit and start at a lower rate than the HVAC Mechanic.

Ms. Peggy Shannon, CSEA Labor Representative, inquired if the District had permanent entry-level classifications like other school districts instead of a temporary trainee classification. Dr. Koga replied that there is Maintenance Helper, but that classification is too general for the specific skills required for HVAC Mechanic Trainee.

Dr. Koga noted that the HVAC Mechanic Trainee would serve in a limited-term capacity (Step 1 only) with no medical benefits. She invited the union representatives to participate in the examination process. She also noted that the HVAC Mechanic recruitment would continue to be open until filled.

COMMENTS FROM STAFF
Dr. Koga noted that Dr. Griffith would be eligible for reappointment to the Personnel Commission and that this item would be placed in the next agenda.

In response to Ms. Judy Vega’s request to Dr. Koga for assistance, it was duly noted that a meeting between Human Resources and Ms. Judy Vega, SEIU Local 99 Labor Representative, to discuss the employment status of Mr. Alberto Romo, Custodian, had been scheduled.

With the recent job announcement for a Personnel Commission Director at Hacienda-La Puente School District, Dr. Koga noted the industry-wide problem of finding qualified director-level candidates. Dr. Koga highlighted the need to bring TUSD salaries to a competitive level in order to attract and retain the best candidates at all levels in the District.

COMMENTS FROM PERSONNEL COMMISSIONERS
Dr. Griffith commented that he was looking forward to the second session of the Oceanside Merit Academy on Saturday, September 15, 2007 from 8:00 a.m. to 5:00 p.m.

COMMENTS FROM THOSE IN ATTENDANCE
Ms. Anna San Roman, CSEA Chapter 19 President, expressed her concerns over the approval of the revised 2006-2007 Reclassification study. She further expressed disappointment that the Personnel Commission buckled under pressure from the Board of Education and did not stand fast to last year’s decision. Dr. Griffith replied that each Personnel Commissioner acted and thought independently of the Board when reaching his decision.
