I'M A SUBSTITUTE—NOW WHAT?

Classified employees who have successfully completed the Personnel Commission’s recruitment and examination process for a classification often have questions regarding their status on the resulting Eligibility List, as well as how the rules governing the list affect them. Many of these questions are raised by employees initially hired as substitutes. The following information is provided to address some of the concerns of substitutes.

Q. Am I allowed to accept a substitute assignment at any time for any position that I am deemed qualified for by an administrator?

A. You may only accept substitute positions in those classifications for which you have qualified after having completed the Personnel Commission’s examination process and attained placement (rank) on the appropriate Eligibility Lists. Each classification is separate and distinct with respect to requirements, duties, pay levels, and examinations. Qualification in one does not mean automatic qualification in another. Example: someone on an Eligibility List for Paraeducator would not automatically qualify to be assigned as a Substitute Child Development Program Assistant, and vice versa. If there is doubt as to whether an individual is qualified to substitute in a given classification, the Personnel Commission staff should be contacted.

Q. If I accept a position as a substitute, does my name remain on the Eligibility List for permanent positions?

A. Yes. You will continue to be contacted regarding permanent positions when your rank number is reached for as long as the Eligibility List is in effect. If you indicate to us that you are not interested in any permanent positions you will not be contacted.

Q. To continue working as a substitute in a classification will I ever be required to re-take the test?

A. No. Once you have been hired as a substitute in a particular classification, you do not need to re-test to retain your substitute status in that classification.

Q. If I am currently a substitute, but may be seeking a permanent position either now or in the future, will I need to go through the recruitment and testing process again?

A. Possibly, but only if your name is not included on the current list. Eligibility Lists are valid for one year from the date of establishment. If a list expires before your rank has been reached to fill a permanent position, you would need to re-apply and go through the examination process successfully again in order to remain eligible. Sometimes, if there is an insufficient number of ranks on a current list to fill available openings, a new recruitment is required before the scheduled expiration of the current list. You are permitted to re-apply and re-test under this scenario if you so desire, even though your name remains on the original list.

TRANSFER REQUEST FORMS

In the Fall 2005 issue of “Classification Connection” the topic of voluntary transfer requests was discussed. Please note that in order to be eligible to submit a Transfer Request Form to the Personnel Commission office for consideration, an employee must have already completed a probationary period and achieved permanency status. Under Personnel Commission Rules most permanent positions require a probationary period of 130 days of paid service from the date of appointment, excluding days absent while on leave.

HOW TO FIND OUT ABOUT CURRENT RECRUITMENTS:

Look for Job Announcement Postings at School Site or Department Bulletin Boards.

Submit Employment Interest Card to Personnel Commission to receive notification when recruitments are opened.
