April 3, 2007

CALL TO ORDER
The meeting was called to order by Dr. Griffith at 3:30 p.m.

PRESENT

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Dr. Koga

APPROVAL OF MINUTES–Regular Meeting of March 20, 2007
Dr. Klonecky moved, seconded by Mr. Furey, that the Minutes of the Regular Meeting of March 20, 2007 be approved. Motion carried 3/0.

APPROVAL OF ELIGIBILITY LISTS-Child Development Enrollment Clerk I and II, Language Assessment Proctor-Tier I/Tier II, Personnel Analyst
Dr. Klonecky moved, seconded by Mr. Furey, that the Eligibility List-Child Development Enrollment Clerk I and II, Language Assessment Proctor-Tier I/Tier II, Personnel Analyst be approved. Motion carried 3/0.

APPROVAL OF NEW JOB DESCRIPTION – Staff Assistant-Human Resources (Confidential)
Dr. Klonecky moved, seconded by Mr. Furey, that the new job description of Staff Assistant-Human Resources (Confidential) be approved. Motion carried 3/0.

APPROVAL OF REVISION TO PERSONNEL COMMISSION RULE 9.3.3
Dr. Klonecky moved, seconded by Mr. Furey, that the Revision to Personnel Commission Rule 9.3.3 be approved. Motion carried 3/0.

Dr. Koga noted a replacement page summarizing the result of a meeting with Peggy Shannon, CSEA 845 Labor Representative (see attached memo for Approval of Revision to Personnel Commission Rule 9.3.3).

Ms. Peggy Shannon, CSEA Labor Representative, added that they did in fact agree to the word change from “may” to “shall” in Personnel Commission Rule 9.3.3.1.

COMMENTS FROM STAFF

Dr. Koga announced the appointment of Liane Kwan as Personnel Analyst.

In response to the CASBO Newsbreak: New State Controller Takes First Steps to Address Mandate Audit Issues, Dr. Koga commented that the Personnel Commission staff has always and diligently documented their reimbursable costs for every fiscal year.

Dr. Koga notified the Commissioners that she has given them the first draft of the reclassification report. She stated that at the Personnel Commission meeting on May 1, 2007, 4:30 p.m., employees will have the opportunity to discuss the results of their reclassification.

Dr. Koga reminded everyone of the Budget Workshop. She suggested holding the workshop on April 17, 2007, 3:00 p.m. to meet impending deadlines.

Dr. Koga noted that she had met with Ms. Tish Carney, Torrance PTA Council President, for the purpose of advertising the many positions available within the school district. Ms. Carney offered the Personnel Commission a small portion of the PTA Newsletter in which to advertise current vacancies. Mrs. Teri Furey, CSEA Chapter 845 Executive Board, suggested that possibly each PTA unit would be interested in also placing vacancy news in their newsletters.

Ms. Kwan reported on training sessions she attended at the University of California, Irvine, which discussed pre-employment, post-offer physical examinations, and at the Los Angeles Convention Center, which discussed a variety of Human Resources topics. COMMENTS FROM PERSONNEL COMMISSIONERS

Mr. Furey reported on the Annual Torrance Education Foundation (TEF) dinner on Saturday, March 31, 2007. He stated the event was a success and well-attended by leaders from the City of Torrance, Board of Education and members of the community. He thanked everyone for supporting TEF and Torrance schools.

Dr. Griffith reported on the ECT meeting on Monday, April 2, 2007, noting that it was a great program.
