October 17, 2006

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

Torrance Unified School District Office Board Room, 2336 Plaza del Amo, Torrance, October 17, 2006.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Heath.

APPROVAL OF MINUTES –Regular Meeting of October 3, 2006
Dr. Griffith moved, seconded by Dr. Klonecky, that the Minutes of the Regular Meeting of October 3, 2006 be approved. Motion carried 2/0.

APPROVAL OF ELIGIBILITY LISTS –
Audio-Visual Telecommunications Equipment Technician
Behavior Analyst
Office Assistant II and III
School Secretary II
Dr. Griffith moved, seconded by Dr. Klonecky, that the Eligibility Lists – Audio-Visual Telecommunications Equipment Technician, Behavior Analyst, Office Assistant II and III and School Secretary II be approved. Motion carried 2/0.

Dr. Koga noted that the memorandum from Mr. Phil Fielding and Dr. Don Stabler had been inadvertently omitted from the agenda and copies were now available at this Personnel Commission meeting.

LEGAL COUNSEL OPINION ON REVERSION RIGHTS – Personnel Commission Rule 9.3.3
Dr. Koga noted that pursuant to the request from Ms. Peggy Shannon, CSEA Labor Representative, to review and revise Personnel Commission Rules on reversion rights, Legal Counsel Kristine Kwong provided a legal opinion on Personnel Commission Rule 9.3.3.

Dr. Koga related that Ms. Shannon was unable to attend this meeting but requested that Commissioners allow her to address this issue at the next meeting.

Dr. Koga further added that she had met with Dr. Don Stabler, Deputy Superintendent-Administrative Services, to confirm both District and Personnel Commission action (under the current rules) in the event a permanent employee did not pass probation in a higher classification. It was agreed that said permanent employee has the right to a vacant position within the previously held classification.

Dr. Koga further reiterated that there were no known cases in which a permanent employee ended up without a job. She added that in the few instances in which a permanent employee has not passed probation in the promotional classification, every effort is made to retain permanent employment within the previously held classification or under Personnel Commission Rule 9.5 Mutually Agreed Employment Status and Classification Change, institute an acceptable alternative.

APPROVAL OF ADVANCED PLACEMENT – Audio-Visual Telecommunications Equipment Technician
Dr. Griffith moved, seconded by Dr. Klonecky, that the new Audio-Visual Telecommunications Equipment Technician, Clifford Heise, be approved for advanced placement on Step 3, Range 23 of the Classified Bargaining Unit A-Operations/Support Salary Schedule. Motion carried 2/0.

RECLASSIFICATION CONSULTANT BID PROPOSALS
Dr. Griffith moved, seconded by Dr. Klonecky, to accept the bid proposal from Mr. Dick Ide for Reclassification Consultant Services for the 2006-2007 School Year at the rate of $100 per application interviewed with a maximum charge of $3,000 for the 2007 Reclassification Study. Motion carried 2/0.

Dr. Koga noted that six (6) recommended Reclassification Consultants (Reward Strategy Group, Inc.- Los Angeles, CA; Zampi & Associates – San Diego, CA; Ernst & Young LLP – Los Angeles, CA; Creative Management Solutions – Orange County, CA; Nash and Company, Inc. – Palos Verdes, CA; and Dick Ide – Hacienda Heights, CA) had been contacted for bid on the upcoming Reclassification Period (January 15-February 15, 2007 Enrollment Period). She further related that this resulted in only two (2) bids—one from Nash and Company, Inc. and the other from Dick Ide.

Dr. Koga reported that Nash and Company required a $3,000 retainer fee and $600 per application interviewed and Dick Ide quoted $100 per application interviewed with a maximum charge of $3,000.

Dr. Griffith commented that if 30 applications were received, Nash and Company would charge $21,000 compared to the maximum charge from Dick Ide of $3,000.

Dr. Klonecky commented that Mr. Ide had successfully provided consultant services to the Personnel Commission since its inception and has served in school districts throughout the State of California.

Dr. Koga added that the fees stipulated by Nash reflected more than the Personnel Commission had budgeted for consultant fees.

COMMENTS FROM STAFF
Dr. Koga noted that in an effort to enhance recruitment for the classifications of Paraeducator and Child Development Program Assistant, Mr. Heath had attained successful outreach efforts.

Mr. Heath reported that he had met with professors from Harbor College, El Camino College, Marymount College and California State University, Dominguez Hills in an effort to reach potential applicants in their classrooms. He further added that professors were happy to participate in notifying students of jobs in which they may obtain valuable experience.

Dr. Koga noted that she would be attending the California School Personnel Commissioners Association Conference in Long on February 15-18, 2007.

COMMENTS FROM PERSONNEL COMMISSIONERS
Dr. Klonecky noted that both he and Dr. Griffith would be attending the California School Personnel Commissioners Association Conference in Long Beach on February 15-18, 2007.

Dr. Griffith noted that he had attended Educational Council of Torrance (ECT) on Monday, October 16, 2006 at Levy Center in which many employees were recognized as Employees of the Year.

COMMENTS FROM THOSE IN ATTENDANCE
Ms. Teri Furey, CSEA Chapter 845 Executive Board Member, encouraged everyone to attend the upcoming Torrance Education Foundation fundraiser on October 25, 2006, 5:30-8:30 p.m., at Sammy’s Woodfired Pizza.
