October 3, 2006

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

PRESENT Personnel Commissioners:

PLACE AND DATE OF MEETING
Torrance Unified School District Office Board Room, 2336 Plaza del Amo, Torrance, October 3, 2006.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Heath.

APPROVAL OF MINUTES –Regular Meeting of September 19, 2006
Dr. Griffith moved, seconded by Dr. Klonecky, that the Minutes of the Regular Meeting of September 19, 2006 be approved. Motion carried 2/0.

APPROVAL OF ELIGIBILITY LISTS – Manager-Accounting & Finance, Manager-Transportation, Paraeducator-Tier I/Tier II
Dr. Griffith moved, seconded by Dr. Klonecky, that the Eligibility Lists – Manager-Accounting & Finance, Manager-Transportation, Paraeducator-Tier I/Tier II be approved. Motion carried 2/0.

COMMENTS FROM STAFF
Dr. Koga noted that she attended the September 27, 2006, the Personnel Commissioners Association of Southern California (PCASC) quarterly dinner meeting along with Dr. Klonecky, Dr. Griffith, and Ms. Aguayo. She added that the program presentation consisted of the California School Personnel Commissioners Association Lobbyist, Judith Larsen, who reported on the current educational legislation in Sacramento.

Dr. Koga emphasized the ongoing and urgent need for recruiting in the Paraeducator–Tier I/Tier II classification. She pointed out that group interviews in recent months had resulted in the hiring of approximately 40 Paraeducators. She further noted that yet another Paraeducator recruitment was opened in order to fill the continuing new permanent and substitute positions. She encouraged current Paraeducators and others to spread the word to potential applicants.

COMMENTS FROM PERSONNEL COMMISSIONERS
Dr. Griffith noted that he was looking forward to attending the PTA Open Council meeting on October 4, 2006.

COMMENTS FROM THOSE IN ATTENDANCE
Ms. Peggy Shannon, CSEA Labor Relations Representative, requested that the Personnel Commission review and revise its regulations regarding reversion rights for employees who do not pass probation in promotional positions. She stated that she had raised concerns on this topic previously, and that the current rules impacted ongoing contract negotiations between the District and CSEA. Ms. Shannon cited Education Code Section 45305 in reference to this issue, suggesting that Personnel Commission rules may be in conflict with it and that CSEA may present a legal challenge.

Dr. Klonecky responded that the Personnel Commission would contact legal counsel concerning this item.
