Job Description - Manager-Transportation

TORRANCE UNIFIED SCHOOL DISTRICT

CLASS TITLE: MANAGER- TRANSPORTATION

BASIC FUNCTION:
Under the direction of the Director-Facilities/Operations manage, organize and coordinate the operation of the District transportation, fleet maintenance and safety programs, and other duties as required. Manage, train and evaluate assigned personnel.

REPRESENTATIVE DUTIES:
Manage the District home-to-school, co-curricular and extra-curricular busing operations. Analyze the routing, scheduling and utilization of both District equipment and contracted transportation services. Make assignments for intra-district distribution of payroll and other documents as needed. E

Make recommendations to upper management concerning personnel assignment, organizational changes, operational efficiency, capital asset management, contacting outside services, and fleet maintenance and replacement decisions. Develop bus routes and preventative maintenance schedules to attain optimal efficiency and cost effectiveness. E

Oversee and administer the scheduling and utilization of substitutes and contracted transportation services, and monitor compliance with terms and conditions of said contracts. Review and approve invoices and overtime requests. E

Assist in the preparation of Request for Proposal documents for contracted transportation services, and assist in the evaluation of bids received to determine the appropriate awarding of contracts. Monitor performance of transportation contractors ensuring compliance with contract bid specifications and determining the assessment of liquidated damages for non-compliance with contract requirements. E

Evaluate factors such as traffic conditions, loading capacity, service levels and other variables in the preparation of annual and special needs bus scheduling. Resolve scheduling problems with parents, principals and other administrators using tact and diplomacy. E

Develop and administer contingency plans for emergency situations, service interruptions and other extraordinary situations. E

Plan and administer the in-service training programs for drivers and other departmental personnel. Ensure that all training and other certification requirements are met. E

Establish, monitor and enforce safety rules for both employees and passengers; confer with school authorities and/or parents concerning disciplinary problems with pupil passengers. Investigate accident reports involving District vehicles; perform safety follow-ups based upon findings, and make necessary recommendations for discipline and future preventative measures. E

Conduct facility inspections, hazard report investigation and mitigation as assigned; investigate and rectify omplaints of safety violations and/or noncompliance with federal, state, and local afety laws and regulations. E

Prepare statistical and financial reports and maintain records as required to ensure the accuracy of costs and charges, and to assist upper management in fiscal decisions on operational economy. E

Monitor ongoing costs of transportation services based on personnel, maintenance and fuel costs, and develop appropriate rates to be charged to various groups within the district for co-curricular and extra-curricular activity buses. E

Supervise and evaluate the performance of assigned personnel; assign work schedules; counsel and discipline employees as appropriate; develop programs to enhance employee morale and foster positive community relations. E

Serve as Designated Employer Representative (DER) for the random drug and alcohol testing program for compliance for Federal requirements of Title 49 Part 40 & Part 382. E

Serve as administrator of the Storm Water Pollution Prevention Plan (SWPPP) including maintenance of all required records and documents, periodic facility inspections, storm water sampling, and preparation of annual reports consistent with the Federal Water Pollution Control Act. E

Operate personal computers and other office equipment proficiently. E

Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
School transportation operations involving the use of multiple modes of pupil transportation.
Principles and practices of administration, supervision, and training.
Principles of management of contracted services, including development of Request for Proposal documents, bid evaluation, and performance monitoring and enforcement.
Provisions of the California Motor Vehicle Code and the Education Code applicable to the operation of vehicles used to transport students.
Principles of supervision, bus driver training, and safe driving and working practices.
Principles of efficient bus routing techniques and scheduling of employees.
Principles of dispatching and scheduling of school buses.
Principles of statistical and financial analysis of a multi-modal school transportation operation.
Rules and regulations affecting school district transportation department.
Geographic and topographic characteristics of community served by the District.
Financial and statistical record-keeping techniques.
Oral and written communication skills.
Correct English usage, grammar, spelling, punctuation and vocabulary.
Interpersonal skills using tact, patience and courtesy.
Health and safety regulations regarding hazardous wastes generated in a school district transportation facility.
Modern office practices, procedures, and equipment for the operation of a school district pupil transportation system.
Random Drug and Alcohol testing requirements under CFR Title 49 Part 40 & Part 382.
Storm Water Pollution Prevention Plan (SWPPP) monitoring and reporting requirements under the Federal Water Pollution Control Act.

ABILITY TO:
Plan, develop, organize, coordinate, and implement an efficient student transportation system.
Manage regular bus schedules and emergency routing as needed to transport students.
Analyze work methods, schedules, equipment and staffing levels to increase organizational efficiency and to adopt effective courses of action.
Train, supervise, and evaluate personnel.
Establish and maintain cooperative and effective working relations among all of the department team members.
Plan and organize work, and resolve student transportation problems with parents, principals, and other school administrators.
Prepare, monitor and control the division budget.
Conduct meetings and make presentations.
Work independently with little direction.
Meet schedules and time lines.
Maintain records and prepare reports.
Read, interpret, apply and explain rules, regulations, policies, and procedures.
Communicate effectively both orally and in writing.
Operate a computer workstation and other equipment as assigned.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Associate of Arts degree in management, business administration, transportation, safety, or a related field and five years experience in management of a school transportation operation, or public transit operation, including at least three years in a supervisory capacity. Previous certification as a Designated Employer Representative (DER) in a random drug and alcohol testing program is highly desirable.

LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license. Employees in this classification must maintain insurability at the District's standard rate during the term of employment.

WORKING CONDITIONS:

ENVIRONMENT:
Office and garage environment, driving a vehicle to conduct work, moderate exposure to fumes, dust, odors, oil/grease, gases.

PHYSICAL ABILITIES:
Hearing and speaking to exchange information in person or on the telephone, dexterity of hands and fingers to operate a computer keyboard, seeing to read a variety of materials. Bending, pushing, lifting, and moving objects weighing up to 25 pounds.
