CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:35 p.m.

APPROVAL OF MINUTES –Regular Meeting of June 6, 2006
Mr. Busch moved, seconded by Dr. Griffith, that the Minutes of the Regular Meeting of June 6, 2006 be approved. Motion carried 3/0.
APPROVAL OF ELIGIBILITY LISTS – ASB Accounting Technician, Human Resources Technician, HVAC Mechanic, Paraeducator – Tier I/Tier II
Dr. Griffith moved, seconded by Mr. Busch, that the Eligibility Lists – ASB Accounting Technician, Human Resources Technician, HVAC Mechanic, Paraeducator – Tier I/Tier II be approved. Motion carried 3/0.
APPROVAL OF REVISION TO PERSONNEL COMMISSION RULE 9.3.3, 9.3.3.1 – Subsequent Probation for Permanent Employee – First Reading
Mr. Busch moved, seconded by Dr. Griffith, that the Revision to Personnel Commission Rule 9.3.3, 9.3.3.1 – Subsequent Probation for Permanent Employee – First Reading be approved for closure and returned for final approval at the next meeting.
Roll Call Vote: Mr. Busch, Yes; Dr. Griffith, No; Dr. Klonecky, No. Motion defeated 1/2.
Dr. Griffith stated that his second to the motion for the first reading was not to be taken as an indication of his vote.
Mr. Busch invited any representatives from CSEA who wished to speak to the motion to do so. He also requested clarification as to whether there would be a second reading if the motion were approved today.
Dr. Koga stated that there would be a second reading if approved and closed for subsequent approval.
Ms. Kathy Kelley, CSEA Chapter 845 Treasurer, stated that CSEA Labor Relations Representative Peggy Shannon had informed them that a similar rule had been adopted at Los Angeles Unified School District.
Dr. Koga explained that under the current rules an employee that accepts a promotional position and subsequently fails probation in the new position would have the option of accepting an open position in any previously held classification in which they had attained permanency. She further noted that if such vacant position(s) were not available, the employee could utilize Personnel Commission Rule 9.5.1 Mutually Agreed Employment Status and Classification Change before being placed on a Reemployment List.Dr. Koga added that she could not recall one instance in which a promoted employee ever failed probation and subsequently did not have a position during her tenure at the District.
In response to Mr. Busch’s inquiry as to the length of the probationary period for classified employees, Dr. Koga noted that the probationary period is six months, and one year for supervisory and management employees.
Ms. Teri Furey, CSEA Chapter 845 1st Vice President, expressed concern that both Tier I and Tier II of the Paraeducator classification were considered the same position for purposes of probation.
Dr. Koga pointed out this aspect was advantageous for Paraeducators in that if they passed probation as a Tier I and then moved to Tier II, there would be no additional probationary period since it was one classification. She further added that if the classification was split in two, the employee would then be required to pass another six-month probationary period.
Mr. Busch asked if the motion being considered was an official position being recommended by CSEA.
Ms. Kelley and Ms. Furey affirmed that CSEA was in favor of this item.
In response to Ms. San Roman’s request for clarification of Dr. Klonecky’s vote, Dr. Klonecky responded that he was not in favor of this rule change and intended to vote against it if a second reading did occur.
APPROVAL OF SALARY SURVEY, 2006-2007
Dr. Griffith moved, seconded by Mr. Busch, that the Salary Survey, 2006-2007 be approved. Motion carried 3/0.
APPROVAL OF 2006-2007 PERSONNEL COMMISSION CONFERENCE ATTENDANCE AUTHORIZATION
Dr. Griffith moved, seconded by Mr. Busch, that the 2006-2007 Personnel Commission Conference Attendance Authorization be approved. Motion carried 3/0.
Dr. Griffith inquired if there were any changes in this item from the previous year.
Dr. Koga responded that the conferences and workshops included were the same as previous years. She also pointed out that in recent years many of the conferences were unattended due to budget constraints and that these funds remained unspent.
In response to Mr. Busch’s inquiry as to whether these unused funds are returned to the District, Dr. Koga responded that any unused funds including salary savings from the frozen analyst position are returned to the District.

COMMENTS FROM STAFF
Dr. Koga pointed out that the Personnel Commission analyst position had been frozen for three years and was finally being restored at the lower classification of Associate Personnel Analyst. She further noted that the recruitment period would close on June 28, 2006 and that retired Personnel Analyst and former Acting Director-Personnel Commission, Bev Mautino, would conduct the screening process. Dr. Koga added that two Directors from Personnel Commissions in other school districts and the TUSD Human Resources Analyst would serve as the technical experts on the Oral Panel.
COMMENTS FROM PERSONNEL COMMISSIONERS
Mr. Busch and Dr. Griffith both expressed interest in participating in the final selection panel for the new Associate Personnel Analyst position.
Mr. Busch offered his congratulations to CSEA for having become the classified bargaining unit now representing the majority of classified employees at TUSD.
COMMENTS FROM THOSE IN ATTENDANCE
Ms. Anna San Roman, President of CSEA Chapter 19, requested that the Personnel Commission send a representative to the Board of Education to present the approved Salary Survey.
Dr. Koga noted that she would request that the Salary Survey, 2006-07 be placed on the Board Agenda Information Section and subsequently address the results at the Board meeting.
