April 18, 2006

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

PRESENT

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Dr. Griffith.

APPROVAL OF MINUTES --Regular Meeting of April 4, 2006
Mr. Busch moved, seconded by Dr. Griffith, that the Minutes of the Regular Meeting of April 4, 2006 be approved. Motion carried 3/0.

APPROVAL OF ELIGIBILITY LIST --Paraeducator Tier I/Tier II
Dr. Griffith moved, seconded by Mr. Busch, that the Eligibility List -- Paraeducator Tier I/ Tier II be approved. Motion carried 3/0.

APPROVAL OF RECLASSIFICATION STUDY REPORT, 2005-2006 -- Mr. Richard Ide, Consultant
Mr. Busch moved, seconded by Dr. Griffith, that this entire item be tabled for the next meeting of the Personnel Commission pending further information.
The following individuals addressed the Commission concerning this item:
1. Dr. Klonecky reviewed the reclassification process for purposes of clarification.
2. Anna San Roman, CSEA Chapter 19 President, raised a concern about insufficient notification reaching employees regarding the reclassification window period. Several suggestions for additional means of communication were made. She also requested that the next Personnel Commission comparison salary survey be forwarded to the Board of Education for inclusion in its agenda.
3. The following TUSD employees addressed the Commission:
a. Donna Hay, Office Assistant II, Edison Elementary School;
b. Joann Addison, Office Assistant II, Madrona Middle School;
c. Andi Jones, School Secretary I, South High School;
d. Linda Luhmann, School Secretary II, West High School;
e. Terri Rooney, Health Clerk, South High School;
f. Linda Radie, School Secretary I, South High School;
g. Ralinda Phillips, School Secretary I, West High School;
h. Victoria Garcia, Office Assistant I, Torrance High School;
i. Maureen Tibbs, Office Assistant II, Torrance High School;
j. Terisa Goldblatt, Office Assistant III, West High School;
k. David Domski, Projects Planning Specialist, Maintenance.
These employees expressed concerns about misinformation received regarding initiating reclassification requests, raised several questions concerning the reclassification of individual positions versus groupings of employees or noted improvements in the reclassification report from the consultant.
4. Dr. Koga clarified the reclassification process and noted that all reclassification changes were made based on consultant recommendations and in accordance with Education Code § 45285 and 45285.5.
5. Dr. Griffith noted his long history within the TUSD and City of Torrance community expressing his desire to hear all sides of the issue.
6. Mr. Busch expressed concern with several of the proposed range level changes and their financial impact, and requested further data for consideration.
