Minutes of the Regular Meeting of the Personnel Commission
November 1, 2005

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

PRESENT

Personnel Commissioners:
Dr. Harold M. Klonecky
Dr. Owen H. Griffith
Mr. Steven M. Busch

Dr. Kris Koga, Director-Personnel Commission
Mr. Walt Heath, Associate Personnel Analyst
Mrs. Hiroko Sumi, Staff Assistant-Personnel Commission

PLACE AND DATEOF MEETING
Torrance Unified School District Office Board Room, 2336 Plaza del Amo, Torrance, November 1, 2005.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Dr. Griffith.

PUBLIC HEARING -- APPOINTMENT OF COMMISSIONER
Dr. Griffith opened the public hearing requesting input on the reappointment of Dr. Harold Klonecky as Personnel Commissioner.

Ms. Roberta Belyea, Interim President of CSEA, Chapter 845, expressed support for the reappointment of Dr. Hal Klonecky. She thanked the Personnel Commission for their support of classified employees and commended the Commission staff for the great job they do.

Hearing no further comment, Dr. Griffith requested a motion to close the public hearing. Mr. Busch moved, seconded by Dr. Klonecky, that the public hearing be closed. Motion carried 3/0.

Mr. Busch moved, seconded by Dr. Griffith, that Dr. Hal Klonecky be reappointed to the Personnel Commission in the Torrance Unified School District to serve a three-year term to the first meeting in December 2008. Motion carried 2/0.

Dr. Griffith administered the Oath of Allegiance to Dr. Klonecky.Dr. Griffith and Mr. Busch congratulated Dr. Klonecky on his reappointment to the Personnel Commission.

APPROVAL OF MINUTES --Regular Meeting of October 18, 2005
Mr. Busch moved, seconded by Dr. Griffith, that the Minutes of the Regular Meeting of October 18, 2005 be approved. Motion carried 3/0.

APPROVAL OF ELIGIBILITY LISTS -- Adult Education Specialist, Food Services Assistant, Food Services Transport Assistant, Food Services Supervisor I and Information Technologies Database Specialist.

Dr. Griffith moved, seconded by Mr. Busch, that the Eligibility Lists -- Adult Education Specialist, Food Services Assistant, Food Services Transport Assistant, Food Services Supervisor I and Information Technologies Database Specialist be approved. Motion carried 3/0.

COMMENTS FROM STAFF
Dr. Koga noted the difficulty in recruiting applicants for Mechanic-Bus Driver. She pointed out that a recent ad in the Sunday Daily Breeze (costing $846) still did not attract viable applicants. Dr. Koga attributed the difficulty in recruitment to the "below the median" classified salaries urging District negotiators to review the annual salary survey conducted by the Personnel Commission reflecting salaries as much as 34.4% below the median.

COMMENTS FROM PERSONNEL COMMISSIONERS
Dr. Griffith noted that he had attended several of the board candidate forums held through the City of Torrance and urged everyone to vote on Tuesday, November 8th.

COMMENTS FROM THOSE IN ATTENDANCE
Mr. Isidro Herrera, Shop Steward, SEIU Local 99, congratulated Dr. Klonecky on his reappointment and looked forward to another term. He pointed out that having a Personnel Commission was the right of the classified employees and that it was disrespectful to all classified employees to have someone try to take those rights away.

Mr. Busch thanked Mr. Herrera for his positive comments and commended staff on the outstanding job they do. He added that the Torrance Personnel Commission Rules and Regulations Handbook was a true "best seller" throughout the State of California with many other school districts using it as a model for their school district.

Ms. Anna San Roman, CSEA Chapter 19 President, congratulated Dr. Klonecky on his reappointment.

Ms. Peggy Shannon, CSEA Labor Relations Representative, also congratulated Dr. Klonecky on his reappointment.

ADJOURNMENT
The meeting was adjourned 4:17 p.m.
