CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Heath.
APPROVAL OF MINUTES --Regular Meeting of September 6, 2005
Dr. Griffith moved, seconded by Mr. Busch that the Minutes of the Regular Meeting of September 6, 2005 be approved. Motion carried 3/0.
APPROVAL OF ELIGIBILITY LIST -- Instructional Assistant-Bilingual
Mr. Busch moved, seconded by Dr. Griffith, that the Eligibility List -- Instructional Assistant-Bilingual be approved. Motion carried 3/0.
APPROVAL OF INVOICE FROM KAUFMAN DOWNING LLP
Dr. Griffith moved, seconded by Mr. Busch, that the Invoice from Kaufman Downing LLP in the amount of $1,408.17 be approved. Motion carried 3/0.
Dr. Koga noted that these legal fees were in reference to Measure X, the Merit System Ballot Measure, and now total $7,293.24. She further noted that the law firm of Kaufman Downing LLP was selected based upon their specialized expertise in the Election Code.
APPOINTMENT OF COMMISSIONER
Mr. Busch and Dr. Griffith were pleased to announce that they intend to reappoint Dr. Klonecky as the Commissioner's appointment to the Commission. Dr. Klonecky expressed his appreciation for the nomination and indicated an interest in being reappointed. In accordance with Rule 2.1.2.3, a public hearing for the Commissioner's appointment is to be held after 30 days but within 45 days of the Commission's announcement of its candidate.
Mr. Busch made the following comments:
Dr. Klonecky has served on the Personnel Commission since 1989. I came on almost two years ago representing the classified unions and appointed by Local 99. It is my understanding that in the past there was no consulting with the union regarding appointments. At this time, CSEA is now the majority union representing classified employees. Last Thursday, I met with the CSEA President and its members and talked about the Personnel Commission function and the appointment of the 3rd Commissioner jointly by the Board and Union appointees. I was asked questions regarding this appointment. I advised CSEA that I had had a close working relationship with Commissioners. There was no vote in which Dr. Klonecky and I disagreed. It was my recommendation that Dr. Klonecky be reappointed. I asked the CSEA members to contact me if they had any concerns with this recommendation. Since there was no receipt of concerns, the reappointment stands. It is my decision to cast my vote and recommend that Dr. Hal Klonecky be reappointed for a new term.
Dr. Griffith made the following comments:
I agree with Mr. Busch's observations and comments. This is my 6th year on the Personnel Commission. In working with Dr. Klonecky and Mr. Busch, everything is open, honest, and straightforward. We have solved problems in a supportive manner. I further endorse Dr. Klonecky.

COMMENTS FROM PERSONNEL COMMISSIONERS
Mr. Busch extended congratulations on behalf of the Personnel Commissioners to Dr. Koga on her successful Oral Defense of her Dissertation entitled, " A Study of Factors Contributing to Job Satisfaction Among California Public School Personnel Commissioners."
COMMENTS FROM THOSE IN ATTENDANCE
Reta Twaite, TUSD Paraeducator at Victor Elementary School, thanked the Personnel Commission for their service to classified employees. She pointed out that classified employees had a wonderful source of support and assistance from the Commission. She further noted that she would be voting against the measure on the ballot to disband the Personnel Commission and hoped that others would do the same.
