April 5, 2005

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

PRESENT Personnel Commissioners:

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mr. Busch.

INTRODUCTION OF NEW ASSOCIATE PERSONNEL ANALYST
Ms. Koga introduced the new Associate Personnel Analyst, Mr. Walt Heath (Attachment #1). The Commissioners welcomed him to the staff.

APPROVAL OF MINUTES --Regular Meeting of March 15, 2005
Mr. Busch moved, seconded by Dr. Griffith, that the Minutes of the Regular Meeting of March 15, 2005 be approved. Motion carried 3/0.

APPROVAL OF ELIGIBILITY LISTS -- Associate Personnel Analyst, Human Resources System (HRS) Technician. Staff Assistant-Special Education
Dr. Griffith moved, seconded by Mr. Busch, that the Eligibility Lists -- Associate Personnel Analyst, Human Resources System (HRS) Technician, and Staff Assistant-Special Education be approved. Motion carried 3/0.

APPROVAL OF RECLASSIFICATION STUDY REPORT -- Consultant,Mr. Richard Ide
Mr. Busch moved, seconded by Dr. Griffith, that the Reclassification Study Report, 2005-2006 be approved. Motion carried 3/0.

APPROVAL OF INTERIOR PAINTING OF PERSONNEL COMMISSIOON OFFICE --
Geurin's Mobile Home Service, CA Contractor's License 783466 Dr. Griffith moved, seconded by Mr. Busch, that the Interior Painting of the Personnel Commission Office by Geurin's Mobile Home Service, CA Contractor's License 783466 be approved. Motion carried 3/0.

Next Commission Meeting:April 19, 2005, 3:30 p.m. -- District Office Board Room.

COMMENTS FROM STAFF
Ms. Koga noted that pursuant to Personnel Commission Rule 2.5.1, the Commissioners were in a receipt of a proposed operating budget for 2005-2006 prior to April 1. Additionally, Rule 2.5.2 stipulates that the Commission shall provide a public hearing on its proposed budget no later than May 30.The Commissioners then designated Tuesday, April 12, 2005, 3:30 p.m. as the public hearing on the Proposed Personnel Commission Budget, 2005-2006 in the District Board Room.Ms. Koga then referred to the memorandum dated March 31, 2005 referencing Noon Aide Appointments-21st Century Program (Attachment #2) emphasizing the need (under Personnel Commission Rule 9.1.2 Payroll Review) for certifying the payroll.Dr. Klonecky commended staff and encouraged the continuance and protection of the Merit System process.

COMMENTS FROM COMMISSIONERS
Mr. Busch referenced the recent Daily Breeze article dated March 23, 2005 in which "Marcia Ventura, a spokeswoman for the Los Angeles County Registrar-Recorder's Office, said that translates into 50 percent of the votes cast plus one." Mr. Busch suggested that the Los Angeles County Registrar-Recorder's Office should be notified by the Commission's legal counsel of the stipulations of the Education Code--that it must be a majority of registered voters or 37,000 "yes" votes.Dr. Klonecky agreed that this type of misinformation should be corrected. The Commission then directed staff to send the Los Angeles County Registrar-Recorder's Office a copy of Attorney Betty Ann Downing's legal opinion (Attachment #3).
