March 15, 2005

CALL TO ORDER
The meeting was called to order by Dr. Klonecky at 3:30 p.m.

Mrs. Hiroko Sumi, Staff Assistant-Personnel Commission

Torrance Unified School District Office Conference Room, 2335 Plaza del Amo, Torrance, March 15, 2005.

PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mrs. Sumi.

APPROVAL OF MINUTES --Regular Meeting of March 1, 2005
Dr. Griffith moved, seconded by Mr. Busch, that the Minutes of the Regular Meeting of March 1, 2005 be approved. Motion carried 3/0.

APPROVAL OF WESTERN REGION ITEM BANK (WRIB) MEMBERSHIP
Mr. Busch moved, seconded by Dr. Griffith, that the Western Region Item Bank (WRIB) Membership effective July 1, 2005 at a cost of $1,500 annually be approved. Motion carried 3/0.Mr. Busch requested that this item be approved based upon the fact that the Personnel Commission will receive membership privileges beginning in April 2005 without additional charge.Additionally, Mr. Busch requested that staff provide Commissioners with feedback on this membership at a later date.

COMMENTS FROM STAFF
Ms. Koga reported on the presentation made by Personnel Commission legal counsel, Betty Ann Downing, at the Board of Education meeting of March 7, 2005.Betty Ann Downing, Esq., provided the Board of Education with a summary of her presentation (Attachment #1) and previous communication dated September 17, 2004. (Attachment #2) She addressed the Board on Board Item II-38, Reconsideration of Resolution to Approve a Title and Summary for a Citizens' Initiative to Terminate the Merit System and Personnel Commission (Attachment #3)Other individuals addressing the Board of Education in support of the Personnel Commission Merit System included: Alicia Loncar, Local 99 Representative; Allen Mitchell, City of Torrance Commissioner and concerned Torrance resident; and Walt Heath, Past President, CSEA.

ADJOURNMENT
The meeting was adjourned 4:10 p.m.
