Five Strategic Performance Goals

Performance Goal 1:

All students will reach high standards, at a minimum attaining proficiency or better in Reading/Language Arts, Mathematics, Science, and History/Social Science by 2013 ? 2014.

Five year objectives:

  • By the end of the 2009-2010 school year, all students in the aggregate group and each significant subgroup will improve in their performance on the California Standards Tests by three percent each year to make progress toward a level of proficiency or better.
  • Each school will determine California Standards Test growth targets for individual students, significant subgroups, and the aggregate group to achieve proficiency by 2013-2014.
Performance Goal 2:

All English Language Learners (ELL) will become proficient in English and reach high academic standards, at a minimum attaining proficiency or better in Reading/Language Arts and Mathematics.

Five year objectives:

  • Beginning with the 2004-2005 school year, all English Language Learners who have participated in the English Language Development program for five years, will be at or above the proficient level in Reading/Language Arts and Mathematics on the State's assessment.
  • Beginning with the 2005-2006 school year, all English Language Learners who have participated in the English Language Development program for five years, will be proficient in English, as determined by the percentage of limited-English proficient students, defined by cohort, who have attained English proficiency by the end of the school year.
  • Beginning with the 2005-2006 school year, five percent of the parents of English Language Learners will attend a minimum of three educational workshops, with a yearly five percent increase in attendance through 2009-2010.
Performance Goal 3:

All students will be taught by highly qualified teachers.

Five year objectives:

  • Beginning with the 2004-2005 school year, teachers on Pre-Intern, Emergency, and Waiver Credentials will complete college course work to enter an Intern Program or complete a Preliminary or Clear Credential by June 30, 2006, as determined by a review of those teachers' progress toward full credentials.
  • Beginning with the 2004-2005 school year, all staff development will conform to the State's content, curriculum, academic achievement, and assessment standards as determined by the record of staff development activities and their corresponding standard(s).
  • By the end of the 2005-2006 school year, all teachers will be highly qualified under No Child Left Behind (NCLB) requirements, as measured by an annual fall comparison of NCLB teacher certification documents and the master schedule of courses for each school.

Performance Goal 4:

All students will be educated in learning environments that are safe, drug-free, and conducive to learning.

Five year objectives:

  • By the end of each school year, 2004-2009, each school will have evidence of a continued comprehensive and practical approach to character education and conflict resolution.

  • The District Maintenance and Operations and Facility support departments will improve in their districtwide ratings in keeping the physical environment well-maintained at all sites, with the highest priority given to health and safety issues. The District Purchasing, Accounting, Food Services, and Information Technology department ratings in customer service will reflect similar positive support of the school sites.

  • The District will have a comprehensive Alcohol, Tobacco, Other Drugs and Violence (ATODV) prevention program based on data from California Healthy Kids Survey (CHKS) and a decrease of two percent per year of students reporting the use of alcohol, tobacco, marijuana and other drugs in grades 5, 7, 9 and 11.

  • Increase the participation rate on the CHKS to six percent per year and 30 percent by the 2008-2009 school year in grade 5.

  • From 2004-2009 school year, increase the percent of students that indicate they feel safe or very safe at school by two percent each year.
Performance Goal 5:

All students will graduate high school.

Five year objectives:

  • Increase the percent of students passing the CAHSEE by two percent per year beginning with the class of 2006.
  • Increase the number of intervention and support activities for students identified in danger of not passing the California High School Exit Examination (CAHSEE) at each high school.
  • Equalize the number of opportunities for students to take honors and advanced placement courses at all high schools by 2009.
  • Decrease the percent of students needing remediation upon college entrance by five percent per year through 2009.
Under the new performance objectives, it is the responsibility of each school within the District to provide the following on an annual basis:

  • Review and revision of emergency procedures
  • Review of Safe School Plan and Code of Conduct
  • Review and revision of Single Plan for Student Achievement
  • School Accountability Report Card
  • Principal Attestation forms
  • Child Abuse review and employee sign off
  • Acceptable Use Policy review and employee sign off
