CLASS TITLE: FISCAL SERVICES OFFICER

BASIC FUNCTION

Under the direction of the Chief Business Officer, plan organize, assign, review, and direct District accounting and financial services activities; as the administrative head of designated branches and offices within the Business Division, perform related work as required; establish and revise accounting procedures; conduct accounting analysis and prepare financial statements; conduct audits of District funds and accounts; oversee all activities related to payroll, benefits, disability, and workers’ compensation; assist in all aspects of budget preparation, planning, analysis, and monitoring.

REPRESENTATIVE DUTIES:

Plan, organize, and direct the work of the Fiscal Services Department and other branches of the Business Division as assigned, including budget control records, payroll record keeping and preparation, and the proper disbursement of funds and procurement and control of materials, supplies, and equipment. E

Function as Business Division Head and CFO in the absence of the Chief Business Officer. E

Advise the Superintendent and Chief Business Officer as required, in matters related to investments and cash management. E

Assist and consult with Chief Business Officer in the preparation of the budget and unusual problems involving deviations from policy or precedent. E

Prepare a variety of District financial statements and conduct special audits, financial and statistical research, or analytical studies to assist administration or the Board in the formulation of new policies and planning of new or revised programs. E

Train, instruct and supervise the personnel of the Fiscal Services Department. E

Serve as alternate for Chief Business Officer on committees, JPA Board of Directors and School Business Associations. E

Develop and implement new procedures as needed. E

Maintain records of expenditures and income, fund balances, reserves and appropriations, and prepare regular reports concerning District financial conditions. E

Coordinate the formulation of budgets for controlling revenue and expenditures. E

Present oral and written presentations on budgetary matters as required. E

Conduct audits of all District funds or accounts; coordinate external audits and formulate corrective action to any findings. E

Perform analysis, projections, and make recommendations regarding the fiscal stability of all District programs. E

Plan, organize, assign, direct and review as assigned, such functions as accounting, budget, contracts, information services, internal audit, payroll services, purchasing, and records retention. E

Recommend changes to the organization and procedures to ensure cost effective accomplishment of goals and objectives. E

Interpret and implement the rules state and federal regulations and policies of the Board of Education, as they relate to assigned areas of responsibility. E

Consult with and advise administrators regarding legal and procedural requirements of school district financial management. E

Assist the Chief Business Officer on financial matters in meetings of administrative staff, the Board of Education and other groups or public agencies. E

Confer with administrators, business executives, school staff, and the public on matters involving problem resolution within areas of responsibility. E

Direct and control the receipt, recording, deposit, encumbrance, and disbursement of district funds and the issuance and distribution of warrants. E

Establish and maintain internal control procedures. E

Preside over or participate in a variety of meetings and perform other related duties as assigned. E

KNOWLEDGE AND ABILITIES

KNOWLEDGE OF:
Fiscal control procedures and method.
Theory and practice of modern school management applicable to such functions as accounting, payroll, budge, internal auditing, purchasing, contract administration, management information systems, records retention, and risk management.
Organization, personnel supervision, staff training, and management development techniques.
Fiscal and budgeting principles of practices.
Financial analysis and record keeping techniques.
Laws applicable to financial procedures and funding in public schools, and the California Education Code provisions pertaining to school accounting, and procedures for handling state and federal funds.
Legal contracts and other binding agreements, including insurance coverage.
Purchasing and contract administration.
Appropriate safety regulations and procedures.
EEO appropriate rules and regulations.

ABILITY TO:
Plan, organize, direct, and coordinate a variety of technical business or financial functions.
Prepare and present clear and concise financial analysis and reports.
Organize, motivate, direct and/or supervise the activities of others engaged in various school business activities.
Perform long range budget planning.
Assimilate and evaluate data and prepare sound recommendations based upon such information.
Speak and write clearly and concisely.
Establish and maintain effective relationships with those contacted in the course of work.
Insure compliance of fiscal policies and procedures with applicable statutes and regulations.
Analyze and interpret legislation affecting school fiscal and budgetary operations.
Develop and administer a large, complex budge and Chart of Accounts.
Prepare written agreements, including description of conditions, services, and stipulations appropriate to contract language.
Establish priorities and delegate effectively.
Make public presentations to large groups, explaining complex issues in an understandable way.
Operate a variety of office equipment including a computer terminal/personal computer.

EDUCATION
Graduation from a recognized college or university with a major in business administration, finance, accounting or related field, with a specialization in public or school administration; a masters degree in one of the above fields is highly desirable.

EXPERIENCE
Minimum of three years of experience in executive or administrative positions with financial management responsibilities for a school district with multiple business functions or on organization or firm with at least 1,000 employees. Specific financial management experience in at least three or more of the following areas would be desirable; accounting, budgeting, auditing, purchasing, finance, insurance, or information systems.

Any other combination of training and/or experience which demonstrates an applicant is likely to posses the required skills, knowledges and abilities may be considered.

SPECIAL
Possession required of a valid California Class C driver’s license at the time of appointment.
