Job Description - Accounting Supervisor

TORRANCE UNIFIED SCHOOL DISTRICT

CLASS TITLE: ACCOUNTING SUPERVISOR

BASIC FUNCTION:
Under the direction of the Director-Fiscal Services, plan, organize, supervise and participate in various District accounting and financial activities; recommend and assist in the formulation and implementation of policies and procedures related to fiscal activities; train, supervise and evaluate assigned personnel.

REPRESENTATIVE DUTIES:
Plan, organize, supervise and participate in various District accounting and financial activities. E

Train, supervise and evaluate the performance of assigned personnel; monitor and adjust workflow and assignments to meet established time lines; supervise general accounting functions. E

Assure that financial income and expenditure transactions and records are in compliance with federal, State and County rules, regulations and requirements and that District policies and procedures are met; assure compliance with audit requirements. E

Assure time lines are met; maintain proper controls and records for receipt and disbursement of funds, pupil attendance and special projects; assure accuracy and timely preparation of reports and records. E

Coordinate communication with various District and county departments and personnel to answer questions, obtain information and resolve issues; provide information concerning related accounting functions. E

Review the preparation of or prepare various financial and statistical reports assuring financial controls and practices in accordance with Generally Accepted Accounting Principles. E

Prepare complex financial and statistical reports, budgets and summaries related to budgeting and accounting operations and activities; review financial reports, receipts, disbursement records and computer print-outs to assure accuracy and completeness; make corrections and adjustments as necessary. E

Provide technical expertise and training regarding interpretation of laws, rules and regulations governing the receipt and disbursement of funds. E

Communicate with vendors and employees to arrange payment or resolve discrepancies as necessary; assist assigned personnel with difficult, complex and unusual issues. E

Recommend and assist in the formulation and implementation of policies and procedures related to fiscal activities; perform analytical studies in the formulation and implementation of new policies and procedures. E

Operate a variety of office equipment such a computer, calculator, and other equipment as assigned. E

Perform internal audits; check and review a variety of records, accounts and reports for accuracy, conformance and timeliness; assist with calculations; inspect for proper encumbrances, disencumbrances, allocation of categorical funds and processing and payment of invoices and other accounts payable. E

Attend a variety of accounting-related meetings and workshops. E

Provide information as necessary in support of budget preparation; assist supervisor in the preparation of financial statements and county, state and federal records and reports.

Perform related duties as assigned.

Accounting, budgeting and auditing principles, practices and procedures.

Perform difficult and complex accounting work in the preparation, maintenance and review of District financial records, accounts and reports.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor’s degree in accounting, business or a related field including at least 12 semester units in accounting and three years increasingly responsible experience in fiscal services including at least two years in school district accounting.

Office environment.

PHYSICAL ABILITIES:
Bending, pushing, moving, and lifting moderately heavy objects. Dexterity of hands and fingers to operate a computer keyboard, seeing to read and assure the accuracy of financial records and documents, and hearing and speaking to exchange information.
