CLASSIFIED EMPLOYEES OF THE YEAR 2009-2010
The Merit System is a system of rules and procedures, similar to civil service, that ensures that employees are selected, promoted, and retained without favoritism and prejudice on the basis of merit and fitness. The classified employees of the Torrance Unified School District have operated under the Merit System since 1989.

The Personnel Commission is an independent body composed of three lay persons who must be known adherents of the merit principle. Personnel Commissioners are appointed for three-year staggered terms - one appointed by the Board of Education, one by the classified employee representative organization, and one jointly by the other two commissioners.
