Master Plan Of Educational Services
For English Language Learners

This Master Plan will assist District staff, administrators, teachers and parents in understanding the program and services for the English Language Learners (ELL) in grades K-12 in the Torrance Unified School District. The District’s plan follows the California State Department of Education Regulations, which are based on both federal and state laws and court decisions.

Note: English Language Learners were formerly referred to as Limited English Proficient (LEP).
